libfile-flock-perl software package provides file locking with flock, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfile-flock-perl
libfile-flock-perl is installed in your system.
Make ensure the libfile-flock-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfile-flock-perl *
You will get with libfile-flock-perl package name, version, architecture and description in a table
